An important recurring question from members relates to qualifying a driver and setting a driver qualification policy.

Enduris members have various qualifying needs.  Some drivers must be eligible to drive heavy equipment, while others drive a private passenger vehicle.  A few common elements of qualifying a driver includes: past driving history, responsible driving habits, and training.  While Enduris does not pro-actively qualify drivers, Enduris does strongly recommend that our members establish a written policy relating to driver eligibility.

Winter is just around the corner, which means freezing temperatures.  Check your buildings, including any vacant buildings, to make sure there is enough heat to prevent pipes from freezing. Pipes can freeze wherever they are exposed to cold air, even in buildings with insulation.  Pipes that are under sinks and enclosed in a cabinet have the potential to freeze as the heat may not reach the pipes.

Interim Update

Following the adjournment of the 2019 Legislature in April, attention has focused primarily on Governor Inslee’s presidential campaign, as well as the House Democrats’ decision on who would succeed Frank Chopp (D-43, Seattle) as Speaker of the House.  A handful of other changes at the Legislature have also occurred.

Governor & Statewide Elected Office News

The first major domino has fallen as Governor Inslee has given up his presidential campaign and will be running for Governor a third time.  With the decision, many top-level Democrats will remain in their current positions rather than challenging the incumbent Governor.  State Attorney General Bob Ferguson has pivoted to running for re-election as AG...

Auditor Pat McCarthy notified local governments of a coming adjustment to the hourly local audit billing rate.

Beginning Jan. 1, 2020, the local audit billing rate will be $113, due largely to significant salary increases that have affected all state employees.

The state Legislature in recent years has been increasing salaries for state employees, including those who work for the Office of the Washington State Auditor. Calendar year 2019 alone has seen a 5% increase for all employees. Additionally, another 3% adjustment goes into effect in July 2020.

Members of the Washington State Fire Training Academy (FTA) recently attended the kick-off meeting for our training water treatment upgrades. The FTA discussed the potential of running Recruit Academy 2019-03 and other training alongside the planned construction activities. Unfortunately, unforeseen equipment delivery lead times will delay the start of the project until September 9, 2019. This means that Recruit Academy 2019-03 along with other scheduled training will not be available for the remainder of the year. The construction timeline will require the system to be out of service for the majority of the work and therefore no alternative workarounds will be available.

Fire agencies must start the process of annexing no-man's land areas by January 1, 2021.

You may find the bill information here for more information: http://lawfilesext.leg.wa.gov/biennium/2019-20/Pdf/Bills/Session%20Laws/Senate/5010-S.SL.pdf

SB 5010 states: Under current law, fire protection agencies are not required to provide firefighting services to unprotected land, which is defined as improved property located outside the jurisdiction of a fire protection service agency. Property owners of unprotected lands are encouraged to form or annex into a fire protection jurisdiction or enter into a contract for firefighting services. If this does not occur and firefighting services are provided to unprotected land, the property owners must reimburse the agency initiating firefighting services on unprotected land for certain costs incurred.
