Mission Statement

The objectives of this Division shall be to further enhance the education of all Fire Service Administrative Support by conducting workshops and seminars; to increase the proficiency of Fire Administrative Support by establishing a network sharing of information systems through various channels of communication; and to faciliate a statewide standardization wherever possible in all phases and aspects of the Fire Administrative Support field for the benefit of the Fire Service.

Washington State Auditors Office

Our Office has noted a recent increase in cases of payroll frauds at fire districts and departments of all sizes. Specifically, we’ve seen frauds involving the inflation of leave balances and/or employees not taking leave when required.

• 65 (18%) have submitted projects for reimbursement 

• 41 (11%) have received funding - $1.5 million funded since May 2020*

It is with heavy hearts that Spokane County Fire District 4 announces the death of Lt. Jay Hughes. Jay died Wednesday 1/6/2021 after succumbing to complications following a cardiac arrest that occurred while on duty at his regular job with Kalispell Tribal Police. He was 64 years old.

Jay worked for Spokane County Sheriff’s Department for 39 years, retiring several years ago at the rank of Lieutenant. After retiring from the Sheriff’s Department, Jay then continued his law enforcement career working for Kalispell Tribal Police. Additionally, he has served SCFD4 for nearly 18 years, currently as a Lieutenant with Battalion 4, and member of the D4SIU as a Fire Investigator. Jay was currently serving as the Chairman for Washington State Board of Volunteer Firefighters. Jay’s service to his community and the leadership he has demonstrated throughout his career will be sorely missed. He has left quite a legacy.

We ask that everyone keep his wife Diane and their children in your prayers.

In recognition of this Line of Duty Death, the Washington Fire Chiefs recommend that Washington fire agencies shroud their badges until 5pm on December 11th, in accordance with their agency's policies.
On the morning of Friday, November 27, 2020, Cowlitz Fire District #5 Firefighter/EMT Alan Basso responded to his last alarm, dispatched at 0848hrs. Later in the day he was driving in the downtown area of Kalama when his vehicle collided with several parked vehicles. He was unconscious and not breathing, suffering a cardiac arrest. Despite all efforts, he did not survive. Based on the criteria outlined by the National Fallen Firefighters Foundation, Firefighter Basso’s passing is considered a Line of Duty Death.

National Traffic Incident Response Awareness Week (November 9 - 15)

We all know to pull over when we see a fire truck or ambulance with lights and sirens in traffic – it's almost automatic. But did you also know about the Move Over, Slow Down law for response vehicles on the side of a roadway?

If you're approaching emergency and other response vehicles with flashing lights on the shoulder, state law requires you to move over into the next lane – if possible to do so safely – or slow down as you pass. This helps keep the response workers safe. It also allows them to finish their work more quickly, which benefits everyone on the road. This summer the law was expanded to include highway construction/maintenance vehicles, utility vehicles and other vehicles providing roadside assistance – when they have lights flashing.


Remembering the Move Over, Slow Down law is important every day. This week, however, we're making a special point of highlighting it as we recognize National Traffic Incident Response Awareness Week. The week honors traffic responders' vital work and raises awareness about the dangers they face every day while clearing crashes and other incidents.

Traffic Incident Management week (November 9 - 15)

(1) An emergency or work zone is defined as the adjacent lanes of the roadway two hundred feet before and after:
(a) A stationary authorized emergency vehicle that is making use of audible and/or visual signals meeting the requirements of RCW 46.37.190;
(b) A tow truck that is making use of visual red lights meeting the requirements of RCW 46.37.196;
(c) Other vehicles providing roadside assistance that are making use of warning lights with three hundred sixty degree visibility;
(d) A police vehicle properly and lawfully displaying a flashing, blinking, or alternating emergency light or lights; or
(e) A stationary or slow moving highway construction vehicle, highway maintenance vehicle, solid waste vehicle, or utility service vehicle making use of flashing lights that meet the requirements of RCW 46.37.300 or warning lights with three hundred sixty degree visibility.
