PACA represents the aggregates, ready mixed concrete and cement industries on issues of mining, taxation, transportation infrastructure, air, water and other critical regulatory matters before the Pennsylvania General Assembly. Additionally, PACA monitors legislative issues, informs and alerts members about current developments, and communicates the industry’s point of view to state and federal policy makers.

PACA's focus is on environmental issues affecting the aggregates, ready mixed concrete and cement industries. This includes state and federal issues related to air quality, water, waste, mining, blasting, reclamation, bonding, permitting, endangered species, local regulatory and land development issues, safety and health, and other issues that affect our industries. PACA works with the PA Department of Environmental Protection, PA Department of Conservation & Natural Resources, PA Fish & Boat Commission, PA Game Commission, Independent Regulatory Review Commission, US Fish & Wildlife Service, as well as other stakeholder groups and interested parties.

Aggregate Advisory Board

A recent PACA initiative is the creation of the Aggregate Advisory Board.  PACA was instrumental in the creation of the Aggregate Advisory Board, Act 137 of 2014, which was signed by Governor Tom Corbett on September 24, 2014.  The purpose of the Board is to advise the Secretary, Department of Environmental Protection (DEP) on all matters pertaining to noncoal surface mining.

The Board is comprised of the Secretary of DEP, three aggregate surface mining operators, four members of the public from the Citizens Advisory Council, one member from county conservation districts, one Senate member each from both the majority and minority parties, and one House member each from both the majority and minority parties.  Meetings are held quarterly and meeting dates for the year and associated Board information can be found on DEP's website.

Legislative Initiatives

The PACA Board of Directors sets the association’s legislative agenda for the Commonwealth’s legislative session (e.g. 2015-2016) by identifying key issues about which PACA should be proactively engaging and educating our state’s policymakers. PACA’s advocacy program unites the diverse communities within our association by focusing on issues that can be viably delivered to benefit the membership, and have a positive and long lasting impact on our state.

Wetlands Initiative

PACA, in conjunction with H & H Materials, Inc.; Civil & Environmental Consultants, Inc.; Chamberlin Surveying and Behran Environmental, Inc., developed a wetlands video to showcase the work being done by industry in replacing wetlands.  The purpose is to illustrate that successful wetlands replacements can be accomplished without a myriad of over regulation.
