Strategic Plan Update

Lynnwood, Washington – March 2022


The vision of this association states our highest aspirations at the time of creation. This vision statement was modified in the year 2000. It was decided during the 2010 Strategic Plan Update that it was still representative of our vision today and was only grammatically modified. During the 2015 Strategic Plan update we modified our vision statement. During the 2022 Strategic Plan update we modified the vision by adding key words (essential and drinking) to our vision statement.

Our vision for Evergreen Rural Water of Washington is:

To be the recognized leader in assisting essential Drinking Water & Wastewater Professionals to enhance the quality of life in Washington State.

The mission of this association states the way in which we will strive to attain our vision. This mission statement was modified in the year 2000. The mission of Evergreen Rural Water of Washington is:

To provide the best professional training, technical assistance, and advocacy for Washington State Drinking Water & Wastewater Utilities.”

We will pursue our mission by accomplishing the goals set forth here. In pursuit of our mission, we shall amplify our strengths and seek to eliminate our weaknesses. Some, although not necessarily all, strategies to attain our goals are listed after each goal. Goals are not ordered in any preference or degree of importance. No ranking should be inferred from the listed order.

GOALS & STRATEGIES

Strengthen Our Team:
A. Creating 2 at large board members
B. Hiring internal staff member
C. Create a succession plan for board and staff
D. Train the trainer classes for staff
E. Road map for each position
F. Integrate with emergency response EOC
G. Attend National Rural Water board training as needed

Diversify Funding:
A. Increase membership
        a. Strengthening our team and marketing our association should help
B. Create a fee-based programs ie: well cameras
C. Charge an equipment maintenance fee to non-members

D. Continue to maintain and improve relationship with state and federal legislature
E. Creating hybrid training, video libraries, advanced classes, night classes for members to utilize

Enhance Our Training Opportunities:
A. Creating hybrid training, video libraires, advanced classes, night classes
B. Hire instructors and class developers
C. Create new classes/topics
      a. Include apprenticeship courses
D. Create hands on classes
E. Phase 2 of the building
     a. Wet lab/BAT Lab
F. Emergency Response/ WAWARN
G. Stay current with technology

Apprenticeship:
A. Hire admin employee
B. Increase Marketing
     a. Visit city council
     b. Job fairs
     c. Schools
     d. Primacy
     e. Work Source/Workforce
C. Seek Utility partners/training agents
D. Scholarship for apprentices

Increase Visibility through Marketing, Communication, and Public Relations:
A. Notify board members and councilmembers of the requirement or need of certified operators
B. Improve relationships with regulatory agencies
     a. Attend regular meetings (DWAG etc.)
     b. Refocus attention on specialized groups (WWUC, IADD etc.)
C. Send press releases for accomplishments
D. Posting regularly on social media
     a. Accomplishments
     b. Classes and conferences
E. Include testimonials on brochures, website etc.
F. Continue to maintain and improve relationship with state and federal legislature
     a. Visit local offices for Federal Representatives each year
     b. Introduce ourselves to our State Representatives
G. Update In the News on the website frequently
H. Promote field staff technical assistance
I. Membership polls (ask what the membership wants, are they happy etc.)

This revised long-range plan shall constitute our guiding document until and unless modified by the Evergreen Rural Water of Washington Board of Directors at a regularly scheduled or specially called meeting. Previous long-range planning documents are hereby rescinded.

Strategic Plan Update

Evergreen Rural Water of Washington (ERWoW) completed its initial long-range plan in 1994, and revisited and updated the plan in 1997, in 2000, in 2004 and again in 2010 and again in 2015. Since that time many changes have occurred that warrant a revisit and review of that plan. The following revisions resulted from the Review and Rewrite Long-Range Planning Session conducted in Lynnwood, Washington on March 16, 2022

The planning committee consisted of:

Board Members: Jason Clawson, Shawn Davisson, Lance Hoyt, Shawn O'Dell, Ross Read and Don Zuern. At the time of the Long-Range Planning Session we had three vacant board positions.

ERWoW Staff: Joe Barbee, Kari Fenton, Tracey Hunter, David Keksi, Ernie Klimek, Katrina Nellenbach, Mike Pendergraft, Ray Sled, Loren Steveson, Lynn Stuart, Corey Wilder and Frank Wright. Chad Short was absent from the session.
