New Jersey water and wastewater utilities in need of PPE (Personal Protective Equipment) items should contact their County Office of Emergency Management.

Some NJ water and wastewater utility staff have been issued NJOEM Essential Employee Travel Cards. These cards can be used for essential employee travel in most circumstances. Some law enforcement personnel might not recognize these cards, and should use the contact information on the cards if they have any questions. For utilities that need cards or have questions, the contact person at the New Jersey Office of Emergency Management for Essential Personnel Travel Cards is Cindy Fullerton. She can be reached at 609-963-6900 x 6210.

IMPORTANT: If you anticipate that your water or wastewater utility will be seeking FEMA reimbursement for any qualified COVID-19 related expenses, please remember to properly document as required by FEMA.
President Trump declared a nationwide emergency on March 13, 2020.


This increases federal support to the Department of Health and Human Services (HHS) in its role as the lead federal agency for the ongoing COVID-19 pandemic response. As a result of the President’s action, FEMA has been directed to assist state and local governments and other eligible entities with the health and safety actions they take on behalf of the American public.
