Mission Statement

The objectives of this Division shall be to further enhance the education of all Fire Service Administrative Support by conducting workshops and seminars; to increase the proficiency of Fire Administrative Support by establishing a network sharing of information systems through various channels of communication; and to faciliate a statewide standardization wherever possible in all phases and aspects of the Fire Administrative Support field for the benefit of the Fire Service.

It is with a heavy heart that the Washington Fire Chiefs announces the passing of Chief Otto Jensen last night. Chief Jensen was an influential leader in the Washington Fire service and was instrumental in the success of the Washington Fire Chiefs. He served as our first Executive Director from 1986-1996

The Everett Fire Department is saddened to report the passing of retired Fire Chief Doug McNall. Doug passed away on January 30, 2016.

Doug joined the Everett Fire Department in November 1962, was appointed Everett’s Fire chief in June 1980, and retired as Fire Chief following a successful career in January 1990. In what may be an unprecedented career in the fire service, Chief McNall was a prominent leader throughout his career and exemplified unselfish dedication regarding matters involving firefighters. During his meritorious service, Doug was honored to serve as President – Everett Firefighters Local 350; President – Everett Firefighters Association; President – Washington State Council of Firefighters; and President – Washington Fire Chiefs Association. Chief McNall was well known as an effective leader, planner, and gentleman who could achieve results and consensus on important issues. Doug is acknowledged as a credit to his profession...

Michael Stuart Greene 
(April 27, 1954 - January 8, 2016) 

In his 61 years, Michael Stuart Greene proved that the sum of a life is so much greater than one. He leaves a legacy of communities aided by his work as a fire chief and visionary creator of emergency medical services systems, people aided by his work as a paramedic, his family, and a universe of lifelong friends. In the words of his son, he was “the unofficial mayor of wherever he lived.” 

His greatest joys were his wife Barbara, his sons Collin and Gavin, and his new daughter-in-law, Collin’s wife Caity, followed closely by his love for his life’s work in fire and emergency management, his passion for selling, buying and trading cars, and his devotion to root beer...

It is with a heavy heart and great sadness that we report the passing of Jon Carlson Bugher, Fire Chief (Retired). The District was officially notified of Chief Bugher’s passing on Wednesday, however at the request of his widow, Beth, we have withheld the news until today. 

Chief Bugher was originally hired by Clallam County Fire District 2 in September of 1994 as a part-time consultant for the Administration of the Fire District. In November of 1998 the Board of Fire Commissioners offered him a fulltime position as Fire Chief. He served in that capacity until his retirement on December 30, 2011. From January 2012 to June of 2012 Chief Bugher worked as a consultant to the District re-writing policy and administrative functions...

West Thurston Regional Fire Authority Captain Brent Allen Strong (after a long courageous fight against duty related brain cancer) died on September 20th, 2015. Brent was 47 year old (born June 27th, 1968). Captain Strong started his career with Littlerock Fire Rescue in January 1997, after serving for many years as a volunteer with Littlerock (Thurston County Fire District 11), Lewis County Fire District 12, and Tumwater. Captain Strong also served with the City of Olympia and Tumwater as a temporary career firefighter.  Captain Strong was an inspiring leader and Training Officer, who loved to serve his community and mentor his students and colleagues. David Hiltwein passed away Sunday, February 22, 2015 in Kennewick, WA as the result of Scleroderma-related complications. David was born on February 26, 1952 in Pasco, WA to Leo Hiltwein and Viola Hiltwein and lived in Kennewick his entire life. He graduated from both Kennewick High School and Columbia Basin College. He proudly served as a Hanford Fire Fighter and EMT for 37 years (1974-2011). He was also a volunteer Fire Fighter with Benton County Fire District #1 for 31 years (1971-2002). He was a loyal supporter of his Union IAFF Local 1-24, where he served as the Vice President for many years.

David is remembered for his compassion, sense of humor, practical jokes, strong work ethic, teaching abilities, and steel trap memory. He loved hunting, fishing, reading, crossword puzzles, knife making, riding his Harley Davidson, attending car shows, and burning rubber in his 1967 EI Camino. He was a dedicated fan of the Seattle Seahawks and loved watching and attending football games with his friends and family...

"Bud" was born in Niagara Falls, New York on July 31, 1941 and passed on October 4, 2014, from complications of a long illness. He is survived by his wife Annette and grown children Shelby and Ross (April) and grandchildren Marcus, Sarah, Seth and Grace, and sisters Nancy, Carol and Sandee (Chuck). He also leaves many cousins, nieces and nephews and a special S.O.N. Mike. Bud was preceded in death by baby brothers, George and Jeffrey and parents George and Corinne Eaton. Bud loved his country and his fellow man unselfishly. He was a great man, citizen, husband, father, grandfather and friend. He will truly be missed...

It is with deep sadness that the Washington Fire Chiefs announces the passing of Dr. Robert Barnard.   Dr. "Bob", 84, served as a firefighter for Thurston County Fire District #9 beginning in 1974 and continued to serve the community in his later years as a fire commissioner.  A college professor and fire service safety expert, he was instrumental in the development of the WAC 296-305 Safety Standards for Firefighters as well as several other state-wide training initiatives.  Most recently Dr. "Bob" assisted the Washington Fire Chiefs & Washington Fire Commissioners Association in developing model policies to comply with the WAC 296-305.  Dr. Bob's knowledge, talents and expertise will be missed by the  Washington Fire Chiefs but he leaves a tremendous legacy in the Washington State fire service...

It is with great sadness that we announce the passing of George Wahl on Wednesday January 15, 2014. George began his service to the Skykomish community in the fire department in 1979. In 1992, George was appointed Volunteer Fire Chief for King County Fire Protection District #50, beginning his fulltime career as Chief in May of 1993, serving until 2005 when he retired. 

After moving to Skykomish George Wahl and his family have contributed in many ways to the Skykomish Valley. George operated Maloney’s General Store, built tow trucks with Josh’s, served as Town Marshal, WA State DOT aviation, and owned his own business Wahl Excavation. George was always willing to drop what he was doing to lend a helping hand.

It is with deep regret and heavy hearts that the Washington Fire Chiefs announces the passing of Captain Don Navarre, a 23-year member of the IAFF. Capt. Navarre lost his 9-year battle with Hodgkin’s Lymphoma on January 19th.

  

Capt. Navarre was hired in 1990 as a full-time firefighter with the Mountlake Terrace Fire Department after serving five years as a volunteer firefighter in Kirkland. He graduated from the Washington State Fire Training Center Recruit Academy Class 89-1. In 2001, the Mountlake Terrace Fire Department consolidated operations with Fire District 1, and the same year, Don was promoted to the rank of captain following his graduation from the Fire Officer Development Academy. In 2004, Capt. Navarre took on a new challenge as he volunteered for paramedic school and graduated with the 30th Harborview Class of Medic One Paramedics...
