Mission Statement

The objectives of this Division shall be to further enhance the education of all Fire Service Administrative Support by conducting workshops and seminars; to increase the proficiency of Fire Administrative Support by establishing a network sharing of information systems through various channels of communication; and to faciliate a statewide standardization wherever possible in all phases and aspects of the Fire Administrative Support field for the benefit of the Fire Service.

Greetings all~

At the yearly business meeting of the WFAS, usually a part of the annual conference, 2020 elections were held. Two Regional Representative terms were up this year along with that of the Secretary and Chair. Cathy Blakeway, Tumwater Fire, will continue to serve as a Regional Rep and Tasiya Deering, Moses Lake Fire, was reelected to the position of Secretary. Kristen Cole chose not to run again for the Regional Rep position she has held but has opted to remain on the board as the Hospitality/Activity committee chair. Slita Bradley, Benton County Fire District 4, was chosen to fill that Regional Rep position. Caity Karapostoles, Clallam County Fire District 3, was elected to serve for the next two years as Chairman when Mykel Montgomery stepped down. Mykel will stay on the board as Past Chair, allowing her to help deliver the 2021 WFAS Conference in Chelan postponed from October 2020. A huge shout out to everyone for stepping up to run for positions on the board and to volunteer on the various committees, along with everyone who continues to serve as board/committee members. It takes all of us to create and maintain the valuable network that is the WFAS! And along those lines, the Vice Chair position is open if you or someone you know is interested, please let me know as soon as possible. In keeping with our policies and procedures, the vacancy will be filled by a majority vote of the Executive Board at our next meeting. The person chosen will serve until the next election at the 2021 WFAS Conference,

In lieu of this year’s conference and workshops, a number of webinars are being planned for our group. Check the website and the group’s Facebook page for more information as it comes available.

We currently have an opening on the WFAS Executive Board for an Eastern Representative, partial term, to serve through May 2018 (until the conference in which an election will take place for a two-year term).

Nominate a Rural Fire Department to Receive Life-Saving Grain Bin Equipment

Rural fire fighters are often the first and only line of defense when someone becomes helplessly trapped in grain. Unfortunately, many fire departments lack the specialized rescue techniques and equipment necessary for a successful grain bin rescue.

In conjunction with Grain Bin Safety Week (third full week of February), Nationwide teams up with the National Education Center for Agricultural Safety (NECAS)KC Supply and others to award emergency first responders with grain rescue tubes and hands-on rescue training to help save lives.

What you can win

  • One (1) grain rescue tube, valued between $3,000 to $5,000

The annual grain bin rescue tube contest begins January 1st of each year

The contest begins on January 1 at 8:00 a.m. CT and extends through April 30 at 11:59 p.m. CT. Only entries submitted during this time will be considered for the contest.

To enter, describe how your local fire department or emergency rescue team and community would benefit from grain entrapment training and a rescue tube, and how the tube and training could be shared with nearby departments. Please include:

Boulder City (NV) Getting New Fire Station

Boulder City’s growth in recent years has finally brought about a decision by the city council to build a second fire station to reduce response times from Station 121, currently its only fire station, news3lv.com reported.

A fire official says Station 121 is currently staffed by seven full-time firefighters, which presents challenges to adequately protect Boulder City’s population of about 15,000 residents, according to the report.

About half of all residents live outside an area from which Station 121 could respond within a critical four-minute time period, the report said.

The fire official said the decision for a second station came after a detailed study, the report said.

The city expects a groundbreaking once a final design is chosen and contracts are awarded for construction. The fire official hopes to have the new Station 122 completed by the end of 2023, according to the report.

Henderson Mayor Michelle Romero joined the fire department in celebrating the grand opening of Station 87 on Jan. 18, news3lv.com reported.

The open house event gave the community a first look into the new station, new firefighters, and new fire engine, the report said.

Station 87 will be housing 10 firefighters to respond to incidents in the area 24/7.

Sheffield Township (IN) VFD Installing HAAS Safety Cloud Technology on Fire Trucks

Sheffield Township VFD Fire Chief Shawn Alkire is pleased to announce that the volunteer fire department is installing new devices from HAAS Safety Cloud on the department’s apparatus to improve firefighter and motorist safety, according to a township news release.

Purdue University used grant funding to provide three HAAS Safety Cloud transponders for Sheffield Township Volunteer Fire Department trucks, and the department paid $1,400 for three more, meaning all six of the department’s trucks will be equipped with the devices.

The HAAS Safety Cloud transponders track the location of fire trucks and other emergency vehicles and alert nearby drivers whenever the trucks have their lights or sirens activated. The system can send warnings to the Waze traffic app, or directly to the infotainment screens in vehicles that participate in the program, meaning drivers will get advanced warnings if they are approaching an area where Sheffield Township firefighters are working.

The company says its technology can lead to a 90% reduction in collisions with emergency vehicles over just the use of lights and sirens.

The transponders will also enable the department to track the location of its vehicles and any traffic backups in the area, which can help first responders remain more aware of traffic issues as they respond to calls.

“This technology will be well worth it if it can help keep even one member of our department from getting hit, or help keep someone from causing a crash,” said Chief Alkire. “This is really an insurance policy to help us keep our firefighters and motorists safe. I’d like to thank Purdue University for their generosity, and for supporting our efforts.”

Car Slams into Fire Station in Des Plaines (IL)

Two cars plowed into a fire station in Des Plaines early Tuesday evening after a crash, and one ended up inside the building, cbsnews.com reported.

A Des Plaines fire official said two cars collided on Oakton Street around 5:05 p.m. and left the roadway – hitting the front entrance of Des Plaines Fire Department Station 62, at 1313 East Oakton Street, the report said.

One person was taken to an area hospital with non-life-threatening injuries, while another was treated and released, according to the report.

The fire station as occupied at the time. Crews there called in the accident and also went out to investigate themselves, the report said. The fire station sustained only minor damage, as a concrete plant box ended up bearing the brunt of the crash, according to the report.

Woman Dies in Accident with Rockford (IL) Fire Truck

The Winnebago County Coroner has identified Marta Esquivias, 56, as the woman killed after her car crashed into a fire truck at the intersection of North Church and Whitman Street in Rockford Monday, mystateline.com reported.

On Tuesday, the coroner said Esquivias’ car collided with the fire truck and was taken to a local hospital, where she died from blunt trauma to the chest, the report said. She was pronounced dead at 11:46 a.m.

Her 60-year-old passenger was taken to the hospital. His condition was not released.

The Rockford Police Department is investigating, the report said.

Union: Kansas City (MO) Driver of Fatal Fire Truck Crash Should Get Job Back

A Kansas City firefighter who pleaded guilty to three counts of involuntary manslaughter in a 2021 crash in Westport that killed three people wants his job back.

Dominic S. Biscari, who was driving the truck that struck a car with two people inside, killing them and a pedestrian, was placed on probation for three years after his plea in February.

The fire department said at the time that Biscari, 22, had been placed on unpaid leave and that it was seeking termination.

On Tuesday, the International Association of Fire Fighters, Local 42, which represents Kansas City firefighters, EMTs and other medical personnel, filed a grievance on behalf of Biscari.

Union officials alleged that the city violated various provisions in its collective bargaining agreement as well as KCFD rules, policies and practices. They said the city did not conduct a disciplinary investigation before it sought to have Biscari terminated.

Kevin Regan, an attorney who represented Biscari in his criminal case, said his client should be reinstated and allowed to return to his job as a firefighter.

“Dominic worked hard to become a community servant and to serve our community as a firefighter,” Regan told The Star. “He earned the right to serve our community. The city is now wrongfully trying to take that right away from him.

“Every night Dominic has been asked to answer the bell for folks in need. He answered the bell. And the city has failed to answer the bell for Dominic and his fellow firefighters and they know it.”

Biscari was driving a Kansas City Fire Department truck on Dec. 15, 2021, when it struck a Honda CRV at the intersection of Westport Road and Broadway Boulevard. The force of the crash propelled the vehicles northwest, causing them to hit a pedestrian before slamming into a building.

Jackson County prosecutors said the truck driven by Biscari was going 51 mph in a 35 mph zone and had a red light at the time of the crash.

Michael Elwood and Jennifer San Nicolas, who were in the Honda, and Tami Knight, the pedestrian, were killed. San Nicolas and Elwood worked at the restaurant Ragazza and Knight was a Kansas City Public Schools employee.

Tim Dollar, who represented Elwood’s family, declined to comment.

In their grievance, the union said that on the day of the plea hearing, KCFD released a statement to the news media that it was seeking to terminate Biscari. They said Biscari did not receive a formal letter from fire officials that he had been suspended and faced termination.

Several days after the Feb. 21 hearing, Local 42 president Dan Heizman received an email from Jean Young, an assistant to the fire chief. The email informed the union that Biscari had been suspended without pay as a result of being charged with three felony counts of involuntary manslaughter,

Mechanicsville (MD) VFD Fire Apparatus Involved in Wreck; Two Injured

While responding to a call March 1, Command 2 was involved in a personal injury collision on Three Notch Road at New Market Turner Road, Mechanicsville Volunteer Fire Department said in a news release.

Squad 2 was just behind Command 2 when this occurred and notified the communications center of the incident at 12:15 p.m. Squad 2 remained with this incident, and Squad 1002 was alerted for the initial incident. Engine 23 also responded on the call.

One driver was transported to a local hospital by ambulance, and the other driver self transported to be checked after the incident.

Maryland State Police is investigating the incident.

IL State Fire Marshal Awards $1.5M in Grants for Equipment

The Office of the Illinois State Fire Marshal (OSFM) announced March 3 the recipients of the 2023 Small Equipment Grant Program, according to a news release. A total of $1.5 million was awarded to 64 fire departments/districts and EMS providers across the state. The program was established to provide grants of up to $26,000 each for the purchase of small firefighting and ambulance equipment.

This program is an innovative approach to a problem that has long caused difficulties for fire departments and not-for profit ambulance services in Illinois, particularly those that have hardships in generating the necessary revenue for small equipment. The purpose is to allow eligible applicants the opportunity to purchase small equipment that they may otherwise not be able to purchase. The OSFM received 296 applications, requesting around $4.5 million in funding for this grant period.

“The OSFM continues to remain committed to our mission of helping departments and districts purchase essential firefighting or EMS equipment that will help not only their members to stay safe, but continue to provide lifesaving services to their communities,” said Acting Illinois State Fire Marshal Dale Simpson. “Budgets remain tight, and the cost of firefighting equipment continues to rise, that is why programs such as our Small Equipment Grant are a great resource, especially for our smaller and rural volunteer fire departments across the state.”

“As we all know, volunteer fire departments all around the state are struggling to maintain a safe work environment due to the lack of funding. The Office of the Illinois State Fire Marshal’s Small Equipment Grant Program has provided us the opportunity to purchase a thermal imagining camera we desperately need that will help keep our firefighters safe,” said Colona Fire Chief John Swan.

“The Harristown Fire Protection District is thankful to receive the OSFM Small Equipment Grant. With this grant, the Harristown Fire Protection District will be purchasing 8 sets of turnout gear (Coats & Pants) which will be free of perfluoroalkyl and polyfluoroalkyl substances (PFAS).

In addition, the district will be purchasing 8 particulate blocking hoods which cover the head, ears & throat to protect our firefighters from harmful fireground carcinogens. Three firefighter helmets will also be purchased to replace helmets that have passed the 10-year life. With the rising costs of PPE, this grant will reduce the strain on the district’s budget allowing replacement of other items needed to continue daily operations,” said Harristown Fire Protection District Chief Steven Gambrill.

“The Salem Fire Protection District covers approximately 124 square miles. That includes U.S. Highway 50, two state routes, and thirteen- and one-half miles of Interstate 57 that have significant personal and commercial traffic. This results in our department responding to numerous motor vehicle accidents with occupant entrapment. Eagle River (CO) Fire Seeking Property Tax Increase for Equipment

The Eagle River Fire Protection District this spring is asking voters for financial help, vaildaily.com reported.

The district at the May 2 election will ask voters for a 2 mill property tax increase, the report said. The increase would raise roughly $2 million per year. If approved, the money will be used exclusively for equipment and maintenance, along with facility maintenance. The increase would be just less than $12 for every $1 million in assessed value.

A fire official said the equipment list includes both replacement and new gear, according to the report.

The replacement items include a new ladder truck and self-contained breathing apparatus for firefighters. New gear would include wildland firefighting equipment including both large and smaller wildland trucks, the report said.

NEW STATION COMING SOON (it’s a long read, but promise it’s worth it) :

It’s no secret we’ve been growing, both in membership and our fleet. In the last year and a half, we’ve added 3 apparatuses which were all donated to us, and a new frontline engine on the way. These apparatuses will all need to fit in an area where we currently only have room for 2.

We are extremely fortunate enough to have maintained steady membership growth, and have outgrown our current training room. We’d also like to host outside departments on training nights, in order to have a more cohesive flow on scenes.

With the highway expansion still looming, and making the apron in front of the station unsafe for our firefighters to pull the trucks out on when responding to emergencies, making room in the bays for training, or when we do in house maintenance, clearly a change was needed.

A couple donors who wish to remain anonymous, approached us with an amazing opportunity. Approximately 6 acres of land and $600,000 was offered to us to start construction on a new station at 7952 Seymour Hwy, just west of the ServiceMaster location.

While this will certainly get us a great start on a new station, anything over the $600,000 will need to be paid for by the department. At this time, our goal is to raise an additional $150,000. We will be asking the community to assist us in reaching that goal.

Several remodeling options to our current station were looked at, each hitting several roadblocks and requiring additional work to land not owned by the fire department. This approach, we will be able to have room to grow, and have the option to expand the station far into the future should it be needed. Details of the building will be released in future posts as well.

This is a very exciting time for us and the community! We hope you’ll support us as you always have, to help us reach our goal and build this asset to the community.

Norfolk Southern Will Pay $5M to Reimburse Fire Departments for Equipment

HARRISBURG, Pa. (AP) — Norfolk Southern has pledged several million dollars to cover the cost of the response and recovery in Pennsylvania after last month’s derailment of a train carrying toxic chemicals just across the border in Ohio, Gov. Josh Shapiro said Monday.

Shapiro’s office said he met with Norfolk Southern CEO Alan Shaw on Thursday and secured an initial commitment for financial aid as the cleanup from the Feb. 3 derailment continues.

Norfolk Southern has made similar pledges to Ohio, and the U.S. Environmental Protection Agency has ordered the company to cover the costs of cleanup from the derailment that toppled 38 rail cars in East Palestine, Ohio.

No one was hurt, but concerns that the chemicals could explode led state and local officials to approve releasing and burning toxic vinyl chloride from five tanker cars and to evacuate half of East Palestine and the surrounding area near the Pennsylvania border. Shapiro said Norfolk Southern will pay $5 million to reimburse fire departments for equipment that was contaminated or damaged and $1 million to Beaver and Lawrence counties to help business owners and residents whose livelihoods were damaged.

Another nearly $1.4 million will go to state agencies that responded, including for setting up a health clinic for residents, Shapiro said.

Shapiro’s office said he will push Norfolk Southern to cover any additional costs that accumulate.

In Ohio, Norfolk Southern previously announced more than $1 million to replace fire equipment used in the response to the fiery wreck, plus $1 million for East Palestine and more than $1.2 million for evacuation costs for nearly 900 families and businesses.

The company has said it is “committed to coordinating the cleanup project and paying for its associated costs,” and wants to ensure that East Palestine’s residents and natural environment recover.

Federal and state officials have repeatedly said it’s safe for evacuated residents to return to the area and that air testing in the town and inside hundreds of homes hasn’t detected any concerning levels of contaminants. However, some residents say they’re still suffering from illnesses nearly a month later.

Hyalite (MT) Fire District Gets Demers All-wheel-drive Ford Transit Ambulance

Hyalite (MT) Fire District covers 35 square miles of bedroom community with a mix of single family residences and some tech commercial businesses south of Bozeman (MT) and borders a national forest that offers both summer and winter recreational activities.

Brian Nickolay, Hyalite’s chief, says the district has four Type 1 engines, three water tenders (tankers), three ambulances, one squad EMS (emergency medical services) fly car, and four command vehicles. The district was facing budgetary concerns when attempting to purchase a new ambulance, Nickolay says. “We border on a mountain range so we need four-wheel drive,” he notes. “We looked at four-wheel Type 1 ambulances on drive Ford and Dodge chassis that would cost us $300,000 to $325,000, and compared them to an all-wheel-drive Ford Transit model that was selling for $109,000. We decided to go with the Transit.”

The Ford Transit ambulance has a 148-inch wheelbase, an overall length of 19 feet 8 inches, and overall height of 8 feet 7 inches.

San Jose Concludes Probe into Video of Bikini-Clad Woman Leaving Fire Truck and Entering Strip Club

San Jose will take action after video surfaced five months ago showing a bikini-clad woman walking out of a fire truck and into a strip club, nbcbayarea.com reported.

The city is not saying what that action is, but provided the following statement on Monday after NBC Bay Area reached out for an update on the probe:

“The investigation has been concluded. We are in the process of taking appropriate action based on what was discovered during the course of the investigation and will provide more information as it is appropriate to do so.”

NBC Bay Area reached out to new Mayor Matt Mahan for comment, who provided the following statement:

“Like all of our residents, I was shocked when I saw the video, and have to believe the investigation will show conduct well below the high standard the women and men of San Jose Fire hold themselves to everyday. I have the utmost confidence Fire Chief Sapien will conduct a thorough review of what happened and take appropriate action once that work is done.”

Wichita (KS)’s Historic Former Firehouse No. 7 in Riverside to be Auctioned

Mar. 6—An unusual building is up for auction in Riverside this month.

The 2,112-square-foot property at 901 N. Porter Ave., which is at the northwest corner of Franklin and Porter, was built as Wichita’s Firehouse No. 7 in 1922.

“That’s really got a lot of history to it,” said auctioneer Rick Brock of McCurdy Real Estate & Auction.

According to the Kansas Firefighters Museum archives, the $25,000 station initially had four firefighters assigned there.

Though it was Wichita’s seventh firefighting station, it was only the sixth actual firehouse since two stations shared the same downtown building.

Since 1973, the building has been home to the Civitan Club of Wichita, an international volunteer organization that in particular helps people with physical and developmental disabilities.

The group has used the building as the Civitan Community House for itself and others to hold meetings.

“They’re a very neat organization,” Brock said.

He said the club is donating all proceeds from the auction to various charities that align with its own principles and goals of service.

The chapter is not closing.

“They really don’t have a need for a building anymore,” Brock said.

The online auction opens at 2 p.m. March 14 and closes at 2:10 p.m. March 23.

There is an open house at the building from 3:30 to 5:30 p.m. Tuesday.

There is not a minimum bid for the auction.

The property is zoned for multifamily use.

“There’s actually a lot things that fall under that zoning classification,” Brock said.

In addition to a variety of residential uses, there are public and civic uses — such as churches, hospitals and schools — along with some commercial uses. A nightclub or event center would not be allowed.

Historian Jay Price is watching what happens.

He said the building was built at a time when things like firehouses and gas stations were built to look like little cottages so they’d fit in with their residential surroundings.

That means the building is “a hallmark of what’s there.”

“The building is certainly part of a landscape,” Price said.

He often describes a landscape as being like a smile.

“If the building is gone, it’s like a gap in the teeth.”

Price said that history is what survives.

“What survives is what we remember,” he said. “When the building is gone, it sort of distorts our memory.”

When neighborhoods change, Price said, “What do you do with buildings that no longer have the original use? . . . How do you maintain the integrity of a neighborhood while at the same time maintaining the usability of the space?”

Preservationists won’t want the building dramatically altered, Price said.

He said he likes the possibility of it becoming a house, noting that “people live in all sorts of weird and unusual spaces.”

“It would be a really fun, quirky house.”

Shallowater (TX) Firefighters Injured in Apparatus Rollover

Two firefighters were hurt Sunday when a Shallowater fire truck crashed responding to a grass fire.

The firefighters were on the way to assist New Deal firefighters with a grass fire on County Road 2300 at about 2:15 p.m. when the accident occurred on Farm to Market Road 1294.

Both firefighters were transported to the hospital with non-life-threatening injuries, KCBD reports. One firefighter told police a strong gust of wind rocked the apparatus, leading to a turn off the road and an overcorrection.

Mar. 4—Delaware County wants to turn the Briarcliffe fire station into a multi-use county community resource center, and as such has entered into an agreement of sale to purchase the Darby Township building for $705,000.

Council unanimously approved entering into an agreement of sale to buy the building at 767 Beech Ave.

According to the agreement of sale, closing is scheduled for April 30. However, county officials cautioned it may take longer than that.

“I’m happy to see that we’re moving forward with it,” county Councilman Richard Womack said of the county community resource center, adding that it will be a great asset in that part of the county.

Womack was formerly a Darby Township commissioner before assuming his county seat in January 2022.

In April, the Briarcliffe Fire Company moved to disband following the revelation of racist statements and comments from firefighters came to light during a discussion after an online meeting.

After a Jan. 27, 2022, online meeting, some Briarcliffe members were heard but not seen engaging in an hour and 45 minute conversation after the initial meeting.

Comments ranged from racist and insensitive comments about Black firefighters to mocking the name of Fanta Bility, the 8-year-old who was shot by former Sharon Hill police following an Academy Park High School football game in August 2021.

After the comments came to light, Darby Township officials suspended the Briarcliffe Fire Company and notified county emergency dispatchers that it was placed out of service.

Two other fire companies serve Darby Township: Goodwill and Darby Township No. 4.

County Emergency Services Director Timothy Boyce outlined the intention and the need for a county community resource center.

“The goal really here is … a champion county resource center in southeast Delaware County,” he said. “During the pandemic, obviously we struggled very much with the storage of PPE (personal protective gear), getting materials out to our community members and we still struggle with storing material.”

He explained that a 12,000-square-foot space in Granite Run had been donated to the county during the pandemic for the storage of materials such as masks, diapers and sanitizer. However, that is no longer available.

“By asking for this facility, the major ask is that we establish a warehouse and distribution facility in partnership with the health department,” Boyce said. “They are going to use it as a point of distribution if we have another pandemic or flu. They also see it as an opportunity to put an educational space in the community.”

‘Makes a lot of sense’

He noted that the facility is already compliant with Americans With Disabilities’ Act regulations, has ample parking, is along a bus route, already has a meeting room, is climate controlled and has bathrooms.

The plan is to use 5,000 square feet of the space for warehousing needs and the other 5,000 for offices, meeting and training spaces.

Councilwoman Elaine Paul Schaefer said the space has potential beyond warehousing and distribution.

“I feel like this is a really multi-use space in a community in a part of the county where a lot of these services are demanded,” she said. “So it makes a lot of sense to make this investment.”

Officials said the space will be beneficial as the county prepares to dive into harm reduction work after being earmarked to receive $63 million from the opioid settlement, which must be spent in 18 years.

Mar. 4—MARLBOROUGH — Residents will vote on a variety of articles on March 14 during Marlborough’s annual elections and town meeting.

Here’s a look at what’s on the warrant:

Budget proposal: $2,578,963, up $135,852, or 6 percent, from the $2,443,111 budget voters approved last year.

If all warrant articles pass, the tax rate would increase by an estimated 30 cents per $1,000 of assessed value, according to Town Administrator Ellen M. Smith.

Hot topic: Voters will be asked to consider raising $550,000 to buy a fire truck, $400,000 of which would come from bonds, $75,000 from the fire equipment capital reserve fund, $66,000 from various other funds and $9,000 from donations. A three-fifths affirmative vote is required for passage.

Other warrant articles: In another article that requires a three-fifths majority to pass, voters will decide whether to raise $100,000 through bonds for stormwater projects. This is for engineering associated with installation of stormwater infrastructure in the downtown area of Church and School streets.

Also proposed is raising $25,000 for the police cruiser reserve fund, $20,000 for the highway equipment fund, $20,000 for the municipal facilities fund and $10,000 for the fire equipment fund.

Contested races: Julie Farhm and Charley Wright are running for a 3-year term as library trustee.

Elections: Tuesday, March 14, 1 to 9 p.m., Marlborough School, 41 Fitch Court
