Fire Department Rolls Out Quick-Response Vehicle Program Lighten Load of Fire Trucks

Chattanooga, TN—Many people would be surprised to learn how often firefighters respond to medical emergencies. The Chattanooga (TN) Fire Department responded to 17,453 incidents last year, and of those calls, roughly 48 percent of them were for medical emergencies. This week, the fire department will start a new pilot program that is designed to enhance responses to medical emergencies in Chattanooga. With this new initiative, three quick-response vehicles (QRVs) will begin responding to medical calls. They will be used in place of the large fire apparatus, which is what firefighters traditionally use, whether to respond to a fire, car wreck, or medical emergency. Mayor Andy Berke says the QRV program helps move city services toward one of his primary goals, high-performing government. "I am not content with running government the way it's always been run," says Berke. "My goal is for our city services to be even more efficient today than they were yesterday."

The QRVs are specially equipped Ford Explorers staffed with two firefighters who are trained to the EMT or EMT Advanced level. "We believe the QRVs will allow us to provide a quicker and more efficient response to medical emergencies," says Training Chief Phil Hyman, "and when it comes to medical emergencies, such as heart attacks and strokes, the quicker you provide care, the better the outcome for the patient."

Hyman says the training for those firefighters assigned to the QRVs has been completed and the program should become operational by the end of this week. The QRVs will be assigned to fire stations in the areas with the highest call volume for medical emergencies, including Station 5 on Willow Street, Station 8 on Hickory Valley Road and Station 19 just off Hixson Pike next to Abba's House. Hyman says the program will be evaluated carefully, but is optimistic the results will be positive. "If successful, we're hoping to further enhance our service by adding more QRVs in the future."

Hanoi to Purchase Two Aircraft for Firefighting, Rescue Missions

The People's Committee of Hanoi recently approved a plan to purchase two aircraft for assistance with firefighting and rescue missions. The committee aims to commission one helicopter for rescue missions and a separate aircraft for firefighting activities.

The purchase was mentioned in a proposed VND11.5 trillion (US$514.4 million) plan submitted by the city’s firefighting and rescue unit to establish aims for the period from now until 2025 and set orientations through 2030.

The total number of firefighting officers in Hanoi is anticipated to be 6,500 by 2030 and 58 more firefighting locations will be established on areas covering a total of 285,000 square meters, according to the plan.

During the final phase of the plan, from 2026 to 2030, the firefighting unit will focus on purchasing new and modern equipment, devices, and vehicles, including the two aircraft, in order to ensure the effectiveness of its firefighting and rescue squad.

Turlock (CA) Fire Debuts New Engine

The Turlock Fire Department took possession of a fire engine from the state's Office of Emergency Services Wednesday, and in the process joined a network of fire departments up and down the state that are ready at a moment's notice to render aid in times of disaster.

The department held an unveiling ceremony Thursday for Engine 339, a 2008 OES Type 1 Engine that when not needed for a state emergency operation, will be used locally and house at Turlock Fire Department Station 2 at 791 S. Walnut Road.

California’s OES operates on a system that embeds equipment with local fire departments so that strike teams can be mobilized quickly to respond to a variety of emergencies, including large-scale wildland and urban fires, earthquakes, tsunamis, hazardous materials spills, and other disasters. In accepting one of the OES engines, the Turlock Fire Department agrees to send a four-member strike team to any emergency that the OES deems in need of mutual aid.

Restored Fire Truck to Return to Scene of Deadly 1973 Palatine Fire

A familiar fire truck will be parked in downtown Palatine during Tuesday's memorial honoring the 43rd anniversary of the deadly Ben Franklin fire. The original truck, a 1969 aerial ladder engine, was bought and restored by John Tobin, a retired Elgin firefighter whose father was a volunteer with Palatine in 1973.
 
When the fire broke out at the Ben Franklin five-and-dime store on Feb. 23, 1973, John Tobin was a high school senior who lived about a mile from downtown Palatine.

It was early that morning and his father, Dave, then a second lieutenant with the village's volunteer fire department, had already left for the scene. So had the assistant chief, who lived across the street.

All these years he could never get the image of that towering fire truck in front of the Ben Franklin out of his mind.

Tracking down the truck became something like an obsession for Tobin. He heard it had been sold to downstate Salem, Illinois, in 1981.

In 2003 he stopped in Salem overnight while driving home from a convention. But by then Salem had sold the truck to Pierceton, Indiana. So he paid a visit.
