The Pierre City Commission approved the idea in September 2016  after winning competitive bidding for federal “discretionary” funds that would mean the city would pay only 5 percent of the cost, while the state would match that 5 percent, thereby qualifying for federal funding for 90 percent of the more than $2 million projected cost. The city awarded the project to Sharpe Enterprises. But in October 2016, the state Aeronautics Commission nixed the idea of matching Pierre’s 5 percent cost-share, saying it appeared the project was too pricey.

In the meantime, Napaokesik said it's "almost impossible" to respond to a major fire.

"The only thing to do right now is to try and equip ourselves with portable fire extinguishers to try and respond to fires," he said, adding they have a local water truck with a jet nozzle and can rely on fire hydrants — if they're nearby.
