VIDEO: Crew members on a dive boat say they were never instructed on emergency procedures before a predawn fire swept through the vessel as it was anchored off the Southern California coast, killing 34 people as they slept below deck, according to federal documents released Wednesday.
National Transportation Safety Board investigators say the cause of the blaze aboard the Conception remains undetermined but a possible ignition point was phones and other electronics plugged into outlets.

The Cold Creek Fire grew up to 252 acres and is 5 percent contained as of Thursday morning, according to the Yakima Valley Emergency Management.
Officials say US-12 is currently closed, and an estimated time to open the highway is not determined.
Also, the Southeast Washington Interagency Incident Management Team says night operations also noticed a large rock on the highway.

A Saturday processional route has been announced for Moses Lake firefighter Andrew Deering, who died recently due to injuries suffered in a hiking accident.
Local commuters are warned that the processional will likely create traffic impacts.
Staging for the processional will take place from 9 a.m. to 11 a.

The Yakima and Toppenish fire departments are teaming up to provide emergency services.
The Yakima City Council on Tuesday approved the agreement, which allows the departments to cooperatively provide emergency response within the other city’s jurisdictional boundaries. Yakima Fire Chief Aaron Markham noted at Tuesday’s council meeting that cities in Yakima County have historically helped each other with emergency response services.
